Our Comprehensive Treatment Center (UPO CTC) is an outpatient medically managed opioid treatment program. The goal of the treatment programs is to strengthen individual patient motivation to enter and remain in treatment until they are successful
by utilizing a coordinated network of services, linkages and programs.
We provide an array of services aimed at helping patients improve their quality of life. The services include but are not limited
to:
- Daily Medication and Monitoring
- Individual Therapy
- Group Therapy
- Family Therapy
- Patient Education
- Case Management Referral Services (HIV/AIDS, Hepatitis Education and Screening)
- Breathalyzer and Urinalysis Screening

UPO CTC is contracted by the District Government, Department of Health, Addiction Prevention and Recovery Administration (APRA) to provide substance abuse treatment services within the Drug Treatment Choice Program. All CTC clients must be
- referred by APRA
- 18 years or older
- Resident of the District of Columbia who is uninsured or whose insurance does not cover substance abuse treatment services
To access this program, an individual must visit APRA's Assessment and Referral Center located at 70 N Street NE, Washington, DC 20002.
No appointment is necessary and the Center is open Monday through Friday, 7 am to 6 pm. The telephone number is (202) 727-8473.
Please bring with you as proof of residency one of the following items:
- A valid motor vehicle operator's permit or non-driver's identification card issued by the DC Department of Motor Vehicles.
- A voter registration card with an address in the District;
- A copy of a lease or a rent receipt for real property located in the District;
- A utility bill for real property located in the District; or
- A copy of a recent federal income tax return or Earned Income Credit (EIC) form.
UPO CTC is located on the grounds of the former DC General Hospital, 1900 Massachusetts Avenue, SE, Building #13, Washington, DC 20003. Our business hours are Monday - Friday, 7:00a.m. to 8:00a.m., 11:30a.m. to 2:30p.m. and 4:00p.m. to 6:00p.m., Saturdays 9:15a.m. - 12:30p.m.; Closed on Sundays. The telephone number is (202) 682-6599.
